In your Merchant Center account, navigate to the gear icon in the top right corner and click on it.
In the new version of Merchant Center, choose People and Access in the drop-down menu:
If you have the old version of Merchant Center, choose Account Access:
Then on the next page, simply click the plus sign to add a new user and decide what level of access to give:
